Development and Reform Commission Requests Open Fuel Supply Sinopec to Launch Emergency Plan

According to a briefing released by the National Development and Reform Commission on the 28th, local oil companies, including Sinopec and PetroChina, have been instructed to implement effective measures to ensure that essential supplies remain stable in regions affected by severe weather. The focus is on maintaining the availability of agricultural oil and other critical materials needed for daily life and industrial production, especially for transportation purposes. A report from Xinhua News Agency on the same day revealed that Sinopec has activated emergency response plans to safeguard the stability of the refined oil market. This includes ensuring sufficient supply and preventing any disruptions in fuel distribution. In a recent emergency notice, the National Development and Reform Commission emphasized that Sinopec and PetroChina should enhance coordination between production and sales, increase distribution efforts, and organize timely delivery of fuel. All gas stations are required to remain open, provide unlimited fuel, avoid stockouts, and adhere to price regulations. Additionally, convenient solutions like "green channels" and mobile refueling units are being used to support the refueling needs of vehicles transporting fresh produce and agricultural goods. Local authorities are also urged to closely monitor fuel supplies, track market trends, and coordinate with transportation departments to ensure smooth distribution during emergencies. Priority will be given to key sectors such as residential use, public transportation, utilities, and highways to guarantee continuous fuel availability. Li Lan, an expert in refined oil, told the Morning Post that compared to coal-based power, the supply of refined oil remains relatively stable. Although some areas have seen reduced inventories due to disrupted transportation caused by snow and wind, large-scale shortages are unlikely, unlike previous periods. Gasoline prices have remained steady, while diesel prices have slightly declined. However, Li Lan warned that if the severe weather persists, inventory levels could continue to drop, potentially leading to localized fuel shortages. "If the bad weather continues for a long time, we might see the issue of oil shortage return," she said.
