On April 14, a reporter learned from the General Office of the People's Government of Jiangsu Province that starting this year, eight cities along the river in Jiangsu have introduced new thresholds for entering the chemical industry. In southern Jiangsu, no new chemical projects with a total investment below 30 million yuan will be allowed. In northern Jiangsu, all new chemical projects must have an investment of at least 20 million yuan. These eight cities are now actively implementing their own plans to meet these requirements.
According to information obtained from the Jiangsu Provincial Department of Environmental Protection and the Provincial Economic and Trade Commission, the new regulations were issued as part of a government notice in 2006, focusing on water pollution control in the Yangtze River and Taihu Lake basins. This year, Jiangsu aims to strengthen water pollution prevention in these key areas, following the principle of "environmental protection first" and setting strict standards for development along the Yangtze River.
Officials from the Provincial Economic and Trade Commission stated that the higher investment thresholds—30 million yuan for southern cities and 20 million for northern ones—are designed to ensure that companies have sufficient environmental protection capabilities. According to the notice, existing chemical enterprises that fail to meet the standards must complete shutdowns by the second quarter, and local emission standards for the chemical industry must be established and implemented by the third quarter.
The Taihu Lake area in Jiangsu includes four cities: Suzhou, Wuxi, Changzhou, and Zhenjiang. Along the Yangtze River, there are over 800 kilometers of "Golden Waterway," covering eight major cities: Suzhou, Wuxi, Nanjing, Zhenjiang, Changzhou, Yangzhou, Taizhou, and Nantong. These cities are the most economically developed and densely populated in the province, home to thousands of chemical companies.
It is reported that about 300 million tons of sewage are discharged into the Jiangsu section of the Yangtze River each year, but only 50% is treated. In 2003, 14 chemical plants along the river had inadequate treatment capacity, causing serious pollution of local drinking water and irrigation sources. Taihu Lake has also suffered severe pollution in recent years, with one incident in the early 2000s causing losses exceeding 1 billion yuan due to deteriorating water quality.
Currently, the cities along the lake and river have begun implementing measures. On April 14, the reporter learned from the Suzhou Municipal Economic and Trade Commission that the city has clearly stated that any new chemical company must invest more than 30 million yuan, in line with the provincial government’s priorities. Additionally, the city requires that for every new chemical project, an outdated and polluting factory must be shut down. This approach aims to promote industrial restructuring and sustainable development through a forced selection of better and worse enterprises.
