Twenty Years of Effective Practice in China's Science Fund System

On May 25, the "National Medium and Long-Term Plan for Scientific and Technological Development" was officially released in Beijing, marking a significant milestone in China's scientific and technological strategy. Alongside this event, the "High-Level Forum on 21st Century Scientific Frontiers and China’s Opportunities," sponsored by the National Natural Science Foundation of China (NSFC), took place. This forum brought together leading scientists from around the world to discuss the future of science and China’s role in shaping global research. Since its establishment in 1986, the NSFC has played a crucial role in advancing China’s basic research. Over the years, it has funded over 100,000 projects with approximately 18 billion yuan in state funding. Many of these projects, particularly in fields like chemistry, have laid the foundation for major national science and technology initiatives. In fact, numerous breakthroughs recognized in the 2005 National Natural Science Awards were supported by NSFC grants, with mainland Chinese winners receiving an average of 16 grants per award. Dr. Liang Wenping, deputy director of the Chemical Science Department at the Chinese Academy of Sciences, highlighted the progress made in China’s chemical research under the NSFC’s support. By 2003, China had published 10% of the world’s chemical papers, ranking third globally after the U.S. and Japan. Researchers have made notable advances in creating new materials, understanding molecular interactions, and uncovering key reaction mechanisms. These achievements have earned international recognition and contributed significantly to global chemistry research. Despite these accomplishments, Dr. Liang noted that China still faces challenges in original innovation compared to countries like the U.S., Japan, and European nations. However, he emphasized that the current era offers great opportunities for growth. Experts at the forum believe that future chemical research will expand into areas such as multi-level molecular interactions, theoretical chemistry, and chemical biology. Green chemistry is also expected to play a central role in promoting sustainable development, environmental protection, and industrial innovation in the 21st century. The event attracted nearly 300 experts from seven countries, including three Nobel laureates who delivered keynote speeches. The forum served as a platform for exchanging ideas, fostering international collaboration, and setting the direction for future scientific exploration. It underscored China’s growing influence in the global scientific community and its commitment to advancing fundamental research across multiple disciplines.
