Gu Xiulian, Vice Chairman of the Standing Committee of the National People's Congress, outlined four key expectations during the China Chemical Industry Leaders Forum on Energy Conservation and Emissions Reduction, which took place in Beijing on September 16–17. Organized by the China Chemical Industry News Agency, the event brought together leaders from 80 major oil and chemical companies to share insights on energy-saving measures and emission reduction strategies. Participants emphasized the importance of leveraging their industry influence to drive sustainable development and achieve leadership in energy efficiency and environmental protection.
The forum featured representatives from both domestic giants such as Sinochem Group, Hubei Yihua, Yuntianhua, Juhua, and Double Star, as well as international firms like BASF (China), LANXESS (Shanghai), Meneh (China), and Albemarle (Shanghai). They engaged in in-depth discussions on topics including management system improvements, product innovation, "three wastes" treatment, resource recycling, and the application of high-tech solutions. The participants expressed a shared commitment to advancing energy conservation and emissions reduction efforts across the entire industry through collaboration and knowledge exchange.
In her speech, Gu Xiulian highlighted that public attention on energy conservation and emissions in the chemical sector is not only a challenge but also an opportunity for industrial transformation and improved industry image. She called for a shift in development philosophy, urging the industry to move away from a narrow focus on GDP growth without considering environmental and resource costs. Instead, she advocated for a more balanced approach that prioritizes long-term sustainability, technological innovation, and social development. She encouraged optimizing economic structures, accelerating the transition to high-tech industries, reducing overcapacity, and promoting energy-efficient technologies. Additionally, she emphasized the need to support small and medium enterprises with technical assistance and to invest in major energy-saving projects.
Zhu Jinghua, Vice President of the China Petroleum and Chemical Industry Association, and Hao Changjiang, President of China Chemical News, were also present at the event. Representatives from the National Energy Research Institute, the Bureau of Industry and Commerce, the Office of the National Climate Change Coordinating Group, and the Clean Development Mechanism R&D Center of Tsinghua University provided insights into national energy trends, macroeconomic performance, and China’s climate change response strategies. The conference also included a CDM project promotion meeting and the third annual meeting of the China Chemical News Council, further reinforcing the industry’s commitment to sustainable development.
