Soil testing and formula fertilization is a comprehensive initiative aimed at enhancing overall agricultural productivity. It represents a key policy of the government to support agriculture, promote modern farming, and build a new socialist countryside. This program plays a vital role in advancing agricultural technology, increasing production capacity, ensuring national food security, and boosting farmers' income. In 2007, to further implement this initiative, agricultural departments across Hanzhong City focused on critical aspects such as soil measurement, fertilizer distribution, application, and production, leading to significant achievements in local soil testing and fertilization efforts.
**Work Performance**
In 2007, soil testing and fertilization were implemented comprehensively across 11 counties in Hanzhong, including Yangxian, Nanzheng, Jingxian, Chenggu, Hantai, Xixiang, Ningqiang, Lueyang, Liuuba, Zhenba, and Foping. Notably, Yangxian, Nanzheng, Jixian, and Chenggu, which were designated as project subsidy counties, showed outstanding performance in training, sample collection, testing, formula development, and fertilizer supply systems. A total of 1.932 million mu of farmland were tested for soil fertility, covering rice (793,000 mu), corn (255,000 mu), rape (496,000 mu), and wheat (388,000 mu). Over 8,100 soil and plant samples were collected and analyzed, with 283,000 fertilizer recommendation cards issued. The coverage of these cards reached 98% in the project areas. Additionally, 3,414 tests and 82 comparative trials were conducted, and 113,000 tons of formula and special fertilizers were applied. Surveys were carried out among 8,000 farming households, and 139 demonstration plots were established at county and township agro-technical stations, covering nearly 145,000 mu. There were also 78 farmer observation sites, 5 state-level long-term monitoring points, and 45 inspection points. More than 160 technical training sessions were held, training over 7,800 key technicians, while more than 325,000 farmers received training. As a result, the average yield per mu increased by 42.7 yuan, with an additional 15.1 yuan from optimized fertilizer use and a net profit increase of 27.6 yuan per mu, generating a total efficiency of 53.32 million yuan.
**Working Measures and Innovations**
**2.1 Implementing Responsibilities and Strengthening Supervision**
At the start of 2007, a mobilization meeting was held for all county (district) soil and fertilizer station directors. A work leadership group and a technical steering group were established, with clear divisions of labor and responsibilities assigned. County (district) governments signed work responsibility statements. All counties developed implementation plans and set up technical guidance agencies. To ensure smooth execution, four subsidy counties were inspected from July 2007, focusing on institutions, personnel, test areas, base farms, and laboratories. Exchange meetings were also held with other provinces and cities, and technical seminars were organized before autumn sowing to address previous issues and improve technical implementation. These measures ensured the orderly progress of the project.
**2.2 Promoting Technical Education through Diverse Methods**
To enhance awareness and adoption of soil testing and formula fertilization, many counties created visual exhibition boards and used propaganda vehicles to reach rural areas. Local media, including radio, TV, and online platforms, were utilized to spread information. Village bulletin boards were updated, and technical materials were distributed along with fertilizer recommendation cards. The importance of soil testing in improving yields, quality, and environmental sustainability was widely communicated. Farmers were educated on proper fertilizer use, identification of genuine products, and rational application, thereby improving their scientific knowledge and efficiency in fertilizer use.
