Village of Oak Lawn considers outsourcing dispatching

An article published in the Oak Lawn Patch reveals that local officials are considering shutting down the village's emergency communications center and outsourcing its operations to a private company, NORCOMM. At a special budget meeting on November 6, a surprising proposal was introduced: the village is looking to outsource its 911 dispatch services. This move would mean that while management positions would remain with the village, 20 civilian police roles currently under a union contract would be handed over to a private contractor. Kathy Hansen, the director of Oak Lawn’s emergency communications, explained that the department is facing financial strain due to declining revenue from state-regulated surcharges as more people switch to cell phones. At the same time, operational costs continue to climb. The Oak Lawn emergency communications center also serves five local police departments and ten fire departments in the south suburbs. The village has set its sights on Norcomm Public Safety Communications, a company based in Leyden Township that has been operating since 1994. It was the first 911 call center in Illinois, providing dispatch services for police, fire, and emergency medical response. According to Hansen, outsourcing to Norcomm could save the village $893,000 over the next two years, funds that could be used to invest in next-generation technologies like text-to-911 capabilities. Additionally, the village would lease its state-of-the-art emergency center to Norcomm, generating extra revenue. Village Manager Larry Deetjen highlighted that Norcomm offers competitive wages and benefits, along with better opportunities for career advancement. Current dispatchers would have the first chance to apply for their own jobs, but instead of the Metropolitan Alliance of Police’s union pension plan, they would join Norcomm’s corporate pension system. “I think a good number of those 20 positions would want to stay, even if it’s a different company,” Deetjen said. “They’d still work at the same location and wear the same uniforms. The benefits are competitive.” Hansen also shared some financial details, noting that overtime pay through August 2013 totaled $124,855, with $55,000 paid to one individual. Without overtime, top-paid dispatchers earned around $69,000 annually, with an additional 40% in benefits, roughly $28,000. She emphasized that the savings would come from more market-driven salary structures and better benefits compared to what the village currently offers. “We’d actually have more dispatchers with this model,” she said. Deetjen added that the village currently covers about 55% of the costs for the emergency center, but under the new arrangement, that share would drop to 45%. He also mentioned that the door remains open for union leaders to negotiate and find ways to reduce costs, including potential adjustments to salaries or other terms to keep jobs secure. “Communities are talking to other potential providers, including competing centers and private vendors like Norcomm,” Deetjen said.
